Just become some Hightower was half-Targaryen and he supported Blackfyre, I think that, at this point, a dragon of black or red is welcome in Westeros, considering how Cersei has torn it to bloody pieces. They want to stay close to the source of power (in this theory) and be a supporter of Daenerys/Aegon, maybe even help them control the dragons.

My idea would be that one of the Hightowers has been to the Citadel, presumably to become a maester and forge a chain, but what he was really interested in was forging a Valyrian steel chain.
